Dr. Virak Prum is a respected figure in the legal community and brings with him over 15 years of combined international academic and work experience in the fields of law, policy, and international development. His past leadership positions include heading the legal department of potentially the biggest corporation in Cambodia, being a senior political officer at the British Embassy, a senior legal consultant at a firm, a dean of a law faculty, a public affairs specialist at the United States Embassy, a policy advisor for an international organization and an Associate Dean of a college of social sciences. Dr. Virak Prum has published articles in various peer-reviewed journals on decentralization, public administration, and climate change. He has also authored many opinion pieces in Phnom Penh Post and Khmer Times on constitutional law, administrative law, international economic law, and competition law. A frequent speaker and an expert at numerous conferences and workshops, he also used to give lectures at the Royal Academy for Judicial Professions. Currently, Dr. Virak is the Chairman of the first internationally recognized educational institution in Cambodia: CamEd Business School”.

PingAnn is a brand and behavioral change communication consultant. He is a Fulbright M.A. scholar who graduated from The Michigan State University, majoring in Health and Risk Communication. He is also an alumnus of The East Asia and Pacific (EAP) Inclusive Fellowship Program with The World Bank Group.
He had led diverse behavioral change communication campaigns, including nationwide breast cancer screening initiatives, a series of digital campaigns/qualitative research to raise awareness on chained mentally disabled patients, and other health-focused projects. Pingann utilizes qualitative research, theoretical framework, and community-based education to design persuasive messages and creative communication materials to improve health education and access in Cambodia.
Pingann is also a founder/content-creator of “Think with Pingann,” a digital sharing platform focusing on education and personal development.

An awarded global chef of 2019, Chef Sopheak got his name on the international stage in Bangkok, Thailand. His passion for cooking and photography inspired him to share more with his league by going ahead and winning the Gourmet World Cookbook Award for Best Asian Cuisine Book in 2022. With an unsure career aspect of his early times, Chef Sopheak started as a server in a local food outlet. He built his professional career by working with many renowned chefs in Siem Reap, mainly for Western Cuisines. Known for his bias toward Cambodian Cuisine, Chef had put forward an incredible effort with a fusion of Italian and Cambodian cuisine and created another phenomenal delicacy for Villa 5. More than just a dish, the chef aims to build an experience for the esteemed guests. He involves the freshest healthy ingredients from our Spice Garden, here in the Villa, with varied flavors that can make both light and rich dishes.

Her Excellency Sroy Socheath was born on 16 September 1980 in Takmao, Kandal Province, Kingdom of Cambodia. She obtained a Bachelor of Education from the Institute of Foreign Languages (IFL), Royal University of Phnom Penh. She also holds a Master of Business Administration specializing in Management from Paññāsāstra University of Cambodia (PUC). Additionally, she completed the Senior Officers Course at the Royal School of Administration.
From an early age, she has demonstrated a profound interest and dedication to youth development by actively participating in numerous youth activities and programs at both national and international levels. These include SSEAYP International Cambodia (SIC), the Asian Youth Council (AYC), the National Youth Development Council (NYDC), the Union of Youth Federations of Cambodia (UYFC), Cambodia Scouts, and the Perspective Cambodia, among others. Through her significant contributions, she has emerged as a role model, an inspiration, and a prospective leader in youth development. In 2019, in recognition of her accomplishments, unwavering volunteer spirit, and strong commitment to youth development over more than two decades, she was appointed as the Director General of Youth at the Ministry of Education, Youth and Sport of the Kingdom of Cambodia.
Her Excellency Sroy Socheath has held numerous leadership and management positions, including Deputy Director of the Youth Development Movement and International Relations Department of the Youth Association of Cambodia (YAC), Founding Member of SSEAYP International Cambodia (SIC), Deputy Secretary General of the Asian Youth Council (AYC), Vice President of AYC in Kuala Lumpur, Administration and Special Events Director at Paññāsāstra University of Cambodia (PUC), Executive Committee Member of the International Youth Education and Cultural Festival (IYECF), Founding Member of the Krama Project, Member of the Permanent Committee of the Union Youth Federations of Cambodia (UYFC), Chairperson of the Governing Council of the Perspective Cambodia, Chief Commissioner of Cambodia Scouts, and the Executive Director of the Good Citizen Project.
During Cambodia’s ASEAN Chairmanship in 2022, she successfully led the implementation of several ASEAN youth-led programs, including the 1st ASEAN Youth Dialogue, the ASEAN Youth Debate, the 6th ASEAN Youth Video Contest, the ASEAN Youth Photo Competition, and the ASEAN Leaders’ Interface with Representatives of ASEAN Youth.
